Message from Divisional Secretary, SeruWila, Trincomalee
Seruwila Divisional Secretariat division is one of scattered populated area of the Trincomalee District. The division was severely affected by war activities and faces many development difficulties. But now the situation is normal. Rehabilitation, Resettlement and Development works are being started. There are 16 GN divisions which are included more than 6 No’s of resettled GN divisions.
It is our responsibility to collect informations from GN Divisions level and relevant Departments and Divisional Offices. All needs of developments are based on these informations and statistics. It is vital for the planning and development drive. On the other hand, it mobilizes Seruvila Division into the development path in line with National and Regional Development initiatives. For this effort, all the service centers in the Divisional Secretariat, GramaNiladhari division and all other line Ministries, Provincial Council Ministeries and Departments will be the pillars of service success.
I am really proud to say that all my officers are always available to extend their fullest cooperation in providing right informations and statistics in correct time .The Statistical Hand Book - 2017 has complied with support of rural level officers and other relevant depts. I could ensure that this hand book would be helpful to those who like to know about the Division and planners and researchers could get required informations. I express my thanks to those who have contributed in providing informations and compile this book of 2017.

Introduction to Divisional Secretariat, Seruwila
Seruvila Divisional Secretariat division is one of scattered populated area of the Trincomalee District. The division was severely affected by war activities and faces many development difficulties. But now the situation is normal. Rehabilitation, Resettlement and Development works are being restored. There are 16 GN divisions which are included six No’s of resettled GN divisions and the Seruvila Pradeshiya Sabha (PS) local authority is located another government institution this area.
The area is flattest, with few elevations in some areas. About 55% of the division’s area is covered by forest, including two main branches of Mavillaru river crossing the area. There are seven small water tanks. The division falls within the dry zone of Sri Lanka. It has a mean annual temperature of 32.5 0C. Seruvila receives rain predominantly during the period of the north-eastern monsoons from November of February. The average annual mean rainfall is 1525 mm,
The total population of the division in 2017 was estimated at 16319 habitants 5173 families. This results in an average population density 55 people per Km2. However, the population density varies within the Division from 402 person km2 in the Serunuwar GN Division (which forms most or less the area of the Seruwila) to 17 people per km2 in the rural areas.
Seruvila has majority of Singhalese community in which almost 61 % of the people are Sri Lankan Moors. The ethnic minorities are Tamils (16.5%) and Muslim (20 %) The main religion in Seruvila is Buddhism. Both languages Sinhala & Tamil are used normally by the inhabitants.
The economic structure of Seruvila is characterized by a predominance of the primary sector. The main economic sectors are agriculture, particularly paddy, Animal husbandry home gardening and small scale trade. Economic activities outside these sectors are minimal, albeit that Seruwila holds considerable potential in, for example, agro-processing and tourism.
Above 40% of the working population in Seruwilaa is involved in agriculture. Three types of cultivation are carried out in two seasons; maha the main rainy season and yala, the intermediate rainy season. Paddy cultivation is the main activity in agriculture using 6962 Hectares of paddy lands, about 950 acres are used for other subsidiary food crops. In terms of livestock, poultry farming is by far the most dominant activity in Seruvila exceeding by far other divisions of the district. Cattle raring is the second most frequent activity, the Division produces about 3052 liters of milk per day. Cultivation of crops is depending on irrigation systems Seruwila Division obtains the required water for irrigation purposes from Mavillaru (river). The particular No.of people are engaging in sea and fresh water fishing.
Normally the health status is far better compared to the other division. The Rural Hospital which is located in Serunuwara provides services for public and Aurvedic hospital also provides better services for the public.
The main sources of the water supply for Seruvila are the Mavillaru. There are 1176 no of families use pipe water, 2029 no of families protected and unprotected well water and 1625 no of families from rivers tanks and other sources.
Seruwila presents a relatively good rate of electrification on par with the national average. However, nearly 32% of households use gas for cooking purposes. Alternative sources of energy are wooden and others utilized.
Natural resources represent a great potential for Seruvila Division Different ways to utilize resources such as clay, coir, salt, shell, cow dung and algae should be looked into. The unique presence of an intricate system of natural wildlife scenery, forests, water channels and beautiful natural landscape enriched with full of paddy of the region make for a great possibility of eco - tourism development.

- Acting as the Divisional Representative of the Government,
- Conducting civil registration activities (persons, birth, death, business etc…),
- Distribution of Divineguma Benefits, Pensions and other Social Service Payments
- Issuing various Licenses, Permits, Income & worth Certificates, etc…
- Implementation of National Development Projects at Divisional Level & GN Levels.
- Coordinating the Provincial Ministries’ & Departments Public Service Activities,
- Assisting Line Ministries & Departments in Implementing their programs at Divisional Level,
- Assisting District Elections Office in election related activities,
- Attend all public service requirements at Divisional Level when necessary,
- Disaster, Relief and Rehabilitation Programmes,
- Coordinating Seruwila Division Pension Payment Programme,
- Holding regionally and nationally important festivals and events in the Division,
- Coordinating election activities in the Divisional level,
- Organizing and executing Divisional level staff training and career development programme,
